Research on Digital Literacy Cultivation Strategies for Primary and Secondary School Teachers and Students in the Generative AI Era

Abstract
With the widespread application of generative AI such as ChatGPT and DeepSeek, primary and secondary school teachers and students are facing severe challenges of rampant false information and algorithmic bias. Therefore, the cultivation of digital literacy among primary and secondary school teachers and students has received widespread attention from society. However, there are still problems such as uneven resource allocation and weak AI ethical awareness. This study is based on the theory of critical digital literacy and combined with the local practice in China -the Education Community Model in Zhejiang Province, to analyze the advantages and disadvantages of policies under this model for cultivating digital literacy among primary and secondary school students in the era of generative AI. This article analyzes how this model has, to some extent, narrowed the digital divide between urban and rural areas, promoted the development of educational equity, improved teacher capabilities, and upgraded digital technology. However, there are also issues such as short- term effectiveness and a lack of educational ethics. Based on this, this article proposes the following suggestions in policy design, teacher training, and technological iteration.
