La communication territoriale et les enjeux du développement local : une revue de littérature
Territorial Communication and Local Development Challenges: A Literature Review

De nos jours, l’on assiste à un essoufflement des anciens modèles de la gouvernance, fondés qu’ils sont sur une conception unidirectionnelle et verticale de l’action publique. Il s’ensuit que le fossé se creuse entre les citoyens et les acteurs publics, entraînant à terme une crise de légitimité qui se traduit par une désaffection à l’égard des décideurs publics. Nous essaierons dès lors de montrer, dans un premier lieu, après avoir exploré ses aspects conceptuels et ses multiples fonctions, comment la communication territoriale permet de revitaliser la sphère publique en mettant le citoyen au coeur de la chose publique. Dans un second lieu, nous tenterons d’articuler cette dimension participative de la communication avec la question du développement local en mettant en exergue les moyens à même de mettre sur pied une démocratie locale où le citoyen sera à la fois acteur et partenaire pour relever le défi du développement.
Abstract
Nowadays, we are witnessing a decline in the effectiveness of old governance models, which were based on a unidirectional and vertical conception of public action. Consequently, a gap is widening between citizens and public actors, leading to a crisis of legitimacy that results in disengagement from public decision-makers. In this context, we will first explore the conceptual aspects and multiple functions of territorial communication to demonstrate how it can revitalize the public sphere by placing citizens at the heart of public affairs. Next, we will focus on the participatory dimension of communication and its relationship with local development. We will highlight the means to establish a local democracy where citizens are both actors and partners in addressing the challenges of development. By emphasizing the role of citizens as active participants in decision-making processes, we aim to foster a sense of ownership and responsibility for the development of their communities. In conclusion, this paper aims to emphasize the significance of territorial communication in bridging the gap between citizens and public actors and how it can contribute to building a more participatory and democratic approach to local development. By empowering citizens to play an active role in shaping their own futures, we aspire to promote a more inclusive and sustainable development model that reflects the aspirations and needs of the local community.
