Law and Policy on AI Utilization for Good Governance in Indonesia

Abstract
The development of artificial intelligence (AI) has emerged as a strategic issue in modern governance, prompting countries to formulate adaptive and responsive legal frameworks. This study aims to explore the regulation of AI-based public services and the policies of the Indonesian government in responding to the development of AI in order to realize good governance. The research method used was normative juridical, based on a statutory approach in the field of Information and Electronic Transactions (ITE) and a comparative study of legal systems in other countries. Data analysis was done using a qualitative descriptive approach, grounded in policies and the implementation of provisions related to AI, both from the perspective of national law and that of other countries. The research results show that although Indonesia does not yet have specific regulations regarding AI, there are several regulations that act as initial steps to regulate it, such as the ITE Law, which functions as one of the legal bases supporting the use of digital technology, including the use of AI in government bureaucracy. This policy aims to achieve good governance by focusing on efficiency and transparency. AI policy in Indonesia is directed towards improving efficiency and transparency in public services. However, to achieve AI-based good governance, Indonesia needs to strengthen regulations, enhance intersectoral coordination, and prepare better digital infrastructure.
