Synergy of Balinese Hindu Spiritual Values in Civic Education Learning Materials at Indonesian Higher Education Level

Abstract
This research is motivated by the gap between expectations and reality: while Indonesian citizens are expected to possess strong character and the ability to compete in the digital era, many are still engaged in characterless behaviours and show limited competitiveness. The purpose of this study is to analyse the synergy between Balinese Hindu spiritual values and civic education learning materials. The study was conducted over four months at Ganesha University of Education with informants consisting of three lecturers and twenty students. Data were collected through interviews and document analysis, then analysed using the stages of data collection, reduction, presentation, conclusion drawing, and verification. The findings reveal that the integration of Balinese Hindu spiritual values, particularly the Tri Hita Karana ideology, with civic education based on Pancasila ideology at the higher education level demonstrates strong synergy. Both share the same ultimate goal: to shape complete Indonesian citizens. A complete citizen is interpreted as an individual with noble attitudes and character, guided by religious and national values, and capable of applying them in everyday life within the digital era. The implication of this study is twofold. Theoretically, it enriches the discourse on character education by linking local spiritual wisdom with national civic values. Practically, it provides a model for integrating cultural-religious values into civic education, enabling lecturers to design more contextual and meaningful learning materials. Such integration strengthens national identity while preparing students to face global challenges with a strong mora.
