Internalization of Pancasila Values through Government Policy in Buleleng Regency

Abstract
The decline in civic values, civic participant and the increasing challenges of social fragmentation highlight the urgency of strengthening national identity through innovative educational models. This study aims to describe the processes and strategies for internalizing Pancasila values through the Pusat Pendidikan Wawasan Kebangsaan (PPWK), or National Insight Education Centre, in Buleleng Regency. A descriptive qualitative method with a case study approach was employed, using interviews, participatory observation, and document analysis as data collection techniques. Data were then analyzed through qualitative descriptive analysis. The findings indicate that PPWK in Buleleng operates as a regional regulation-based innovation, offering a new format of Pancasila education within the domain of non-formal education. It emphasizes character building and the strengthening of national insight by developing an integrated curriculum, applying innovative and participatory learning strategies, and organizing relevant extracurricular activities. These approaches have contributed to a conducive learning environment that fosters the internalization of Pancasila values among participants. Nevertheless, challenges such as limited resources and the diverse socio-cultural backgrounds of learners remain obstacles to optimal implementation. In conclusion, PPWK serves as an effective model for Pancasila and character education in non-formal settings, reinforcing local identity and social cohesion. The study implies that broader adoption of similar initiatives, accompanied by improved resource allocation and adaptation to community contexts, could enhance the sustainability and scalability of Pancasila education in Indonesia.
