As information technology surges into a new era, China’s economy and society have entered a stage of high-quality development. It is imperative to put forward new propositions that better meet the demands of the principal social contradictions in the new era of higher education by centering on the people- oriented. A theoretical analysis framework for higher education development can be constructed following the internal logic of economic and social development, drawing upon the dynamic evolution of big data analysis. This framework can elucidate the development mechanism of higher education, which is jointly shaped by the allocation mechanism of higher education resources involving both the market and the government, as well as the quality assurance cycle mechanism of higher education. Furthermore, it can continue to explore the possibilities of advancing towards the goal of high-quality development in education modernization from the perspectives of the stage changes and practical evolution of higher education development.
