Employing maximum variation sampling, study was participated by 11 constituents and 10 local government officials and employees. Stories were the primary data gathered, transcribed, and analyzed to surface and thread emergent categories. Major governance aspects that surfaced were leadership (Pamayu), responsibility (Pagdara), and participation (Pagsale) which work together to operationalize Pagpadalagan, an indigenous perspective of participatory local governance.
