This design-based research focuses on designing a project-based learning activities carried out in one semester for the Mathematical Literacy course in 2023/2024 academic year in the Mathematics Education Study Program at Raja Ali Haji Maritime University. This one cycle research enables us to design, test, and revise our materials. The teaching experiment is conducted for pre-service teachers who enrol the course enhancing their mathematical literacy understanding by engaging in a project to design a program which integrates mathematical literacy into high school mathematics lesson in Tanjungpinang. The key feature of our design is making sense of phenomena of mathematical literacy and designing solutions to problems. The project task consists of four key activities: defining problems through literature analysis where pre-service students explore relevant literature of mathematical literacy and conduct field needs analysis which includes interview with mathematics teacher, classroom observations, and administering mathematical literacy test to students; designing the project administering the field analysis, finishing the project through active discussion with lecturer and peers, and conducting evaluation. This project task results observation instruments, picture of mathematical literacy of high school students’ in high schools in Tanjungpinang, and a learning design to integrate mathematical literacy for mathematics lesson.
